Most seeds are distributed in the Netherlands, by weed companies.
You can let them ship the seeds via mail to your drop adress.
Also on bigger DNM there are vendors offering seeds for about the same prices as weed companies in NL, if you want to stay more anonymous.
For materials for your grow room, there must be grow shops in Greece where you can buy everything needed in cash. Take care there as you'll find lots of equipments in other stores for cheaper priecs, such as filter systems, labs, soil and pots!

In general the customs in NL is the most controlled border of EU, so there is a chance.
Nonetheless, I have ordered seeds already some while back and it wasn't a problem, I have also already purchased seeds in NL and brought them back by car without issues.
Maybe give it a try with a small order. If I remember it correctly the companies do have stealth shipping options.
