Which country you need the shipped too?
I'm not sure about coca seeds, but I saw offers on Etsy, although I would be cautious with that since it's traceable and Etsy also is not as good as a shop in general.
As for the Ephedra seeds, depending on where you live try buying from some of the dutch headshops, they are clearnet shops and ship to most of Europe.
There also are some other clearnet shops that ship within Europe and some I tested and they worked.
I don't know about the situation in the US but that's how it is in Europe.
