First, you condense Phenyl-1-Propanone (Propiophenone) with Hydroxylamine to form Phenyl-1-Propanone Oxime (Phenyl-1-Propanone Hydroxylimine). Then you react the Phenyl-1-Propanone Hydroxylimine with Tosyl Chloride. Then the Phenyl-1-Propanone Tosyl-O-Imine can react with a base such as Sodium Hydroxide to form 2-Methyl-3-phenyl-2H-azirene. Then hydrolysis with distilled Hydrogen Oxide (H2O, Water) yields Cathinone. So the question is will reacting 2-Methyl-3-phenyl-2H-azirene with 30% Hydrochloric Acid result in Cathinone HCl solution? And also, drying by 30°C vacuum is preferred since boiling it will make it decompose to Cathine.
