How can you reduce the purity of 3-CMC to 80% and then crystallize it?

Simply by not doing crystalization crystalization is purification process

Is there anything other than 4-mmc or other synth cath that would co-crystalise with 3-cmc?

You miss a point. Crystalization is purification of a substance
Evaporation is getting rid of liquid.
When you crystalize you have clean product.
When you evaporate you get rid of solvent so everything else stays (if solution was unclear)
