You make it. It's really easy, starting from phenol and then a three-step reaction using only OTC reagents.
But as for using it: are you effin crazy? DON'T DABBLE WITH PROPOFOL YOURSELF.
It's an I.V anesthetic which, like all anesthetics except ketamine, will suppress your breathing and blood pressure. If one sedates anyone with propofol, one needs to have a constant monitoring of blood pressure and oxygen levels. Otherwise, it can easily kill you. Or worse, cause serious brain injury which can turn you into a vegetable for any miserable life you're left with.
Propofol was what killed Michael Jackson, and he had his administered by a doctor. Sort of doctor anyway, he was a useless, corrupt asshole, but nonetheless.
Also, why on earth would you use propofol for a seizure disorder,? There's perfectly good, safe benzodiazepins for that. Which can be taken orally. Propofol is only for i.v and comes in a lipid emulsion.

And seriously, if you have a true medical condition, don't treat yourself. Just don't. Not even doctors do that. Seek professional medical help instead of googling cures you don't understand how to use or validate.
