How to grow something for the first time?

Hi! I need your assistance with growing something psychoactive. Let's assume that I have a growing box, an ultraviolet lamp, and basic items such as filters, measuring cups, etc., as well as $15.

I want to buy seeds for something psychoactive (it could be marijuana, or it could be mushroom seeds), but where can I find these seeds for that price? (I can increase my budget.) I live in Putin's country.
