er zijn zeker sites waar je dit kunt kopen, maar je moet sowieso een eindgebruikersverklaring invullen. dan is het geen probleem
lol in NL it's limited to 10 % (Gamma, Praxis), that is just brutal. You can order 31 % from Allegro and other online shops and marketplaces (probably Amazon as well). 37 might be harder to get, if you insist then distill it yourself or consider using gaseous HCl instead of hydrochloric acid (aqueous HCl) which might be far better anyway as there is no water entering the RM. But that has its own challenges, such as "where do I get 96 % sulphuric acid?"

H2SO4 96%+ isn't to hard to get. But you have to look thorougly and not be afraid to get some questions.

In the EU nobody will sell this to you as a consumer without a registered business. Those questions include "what is your business registration number?" and "have you filled this disclosure form that is mandatory for chemicals regulated as precursors to explosives?" I would advice against attempting to purchase it as a consumer since sellers are obliged to report suspicious transactions, including attempts to purchase.
I did buy it as a consumer, first 3 bottles, and got it next day.
