The cheaper price of 2B-4MBK is due to the fact that mephedrone is more popular in the world, as a result of which this precursor is produced by many factories in huge quantities. The second is that 3-methylpropiophenone is synthesized more difficult than 4-methylpropiophenone, which is why its cost is higher. its not like 3-MMC was not popular, even VICE has an episode on it, until around a year ago it was everywhere in Europe for even cheaper than 4-MMC, EUDA reported 750kg of seized 3-MMC in 2020, it became very popular very quickly, until it just disappeared, also 3-chloropropiophenone can easily be turned to 3-methylpropiophenone ,so its not difficult or expensive to obtain the materials.

Could be wrong, but If it was that easy, nobody would pay ~2500usd/kg 2b3m. They would just turn 3chloro to 3methyl easily and brominate to 2b3m themselves.
