Can glacial acetic acid be used to convert APAAN to BMK?

Hello,
It is better to use mineral acid for APAAN method.
Mineral acids like hydrochloric acid and sulfuric acid, it is better to use HCl than sulfuric acid.
If you can raise the temperature above 130-140, orthophosphoric acid is the best option

If you mean adding acetic acid in Uncle Foster's book (he did this to quench sodium ethoxide)
it is just extra work because HCl or orthophosphoric acid will quench it.
