Yes it's easy. The stuff is polar so it dissolves in water. But very hard to dissolve in cold water, so must make very hot tea, measure out your dose carefully (have to volumetrically dose it because it is sub-milligram dosing with no tolerance which means only thousand dollar scales will be able to dose accurately) - this means for example dissolve 1g [1000mg] powder (easy to measure on cheap mg scale) in 1L of warmed up Propylene glycol or PG/VG or really hot water, then calculate your dose: 1L / 1000mg = 1ml/1mg, so you take a dropper and drop 1mL of the noid liquid into your tea and you'd be drinking 1mg noid total (which is probably a lighter dose for oral consumption, but could be strong with no tolerance) so you could drop 3mL for 3mg, 5mL for 5mg, etc.
And you can make your noid solution stronger by reducing the amount of liquid or adding more noid powder.
TIP: You need to stir the original noid solution strongly while heating on a hotplate or pre-heating the liquid in order to get the noid fully dissolved. And it dissolves way better in Propylene glycol or Ethanol than it does in water, then you just add a a measured amount of liquid to the tea and stir that a little bit too.
START LOWER DOSE THAN HIGHER. Oral consumption of these noids lasts at least 2-3 hours so if you overdose you're FUCKED. Titrate your dose until its perfect. Vaepes will be more potent at lower doses than tea will.
