Depends on the synthesis, but in many cases you should neutralize it to the conjugate base, methylamine.
Looks to me like you neutralize it with NaOh and run it to a gas washer or some other suitable device to catch the methylamine gas in water.

There is a topic by G Patton, how to generate and dissolve methylamine base in alcohol. You then use the alcohol solution for your synthesis.
If you mean the reaction with phenylacetone. First, neutralize the methylamine with acid chloride, then heat until the water evaporates. Store in a closed container in the freezer until it is used for 6 months. The amount used in the reaction is to add one third of the weight of methylamine hydrochloride, anhydrous sodium hydroxide with methanol or ethanol to the reaction.

If it doesn't say " a 40% solution of methylamine HCL " then you need to neutralize it to methylamine.
