Also, how are the blotters made? Are they made using a custom printing press? Or is it just a regular printer with the layout matched to the grids on the blotting paper? And how do they make the cut-outs on the paper, I’m guessing that companies don’t just sell the stuff to make blotting paper.

BrindaYou can buy the blank blotting paper on the internet and then print anything on it using a normal printer. As an example: https://www.etsy.com/market/blank_blotter_paper

But technically you could also use normal paper, though that would look way less professional
