In concentration of 15 % or less it can be legally purchased with no restrictions across the EU. If you need stronger (like 96 %) then you'll need to find a friend with a business that can purchase it, buy it yourself at darknet (there may be listings at BB market) or you can concentrate and purify that 15 % acid yourself, if you have the tools, time and knowledge to do it safely. (beware, boiling hot sulfuric acid is some of the nastiest and most aggressive thing you'll ever meet in your life)

Only as a registered business customer. The EU restricts sulfuric acid above 15 % as far as I can see this restriction is being taken seriously by virtually all sellers.

If you live in Germany, you can get sulfuric acid from Merck in Darmstadt.

Under 2 liters will not cause you any problems.
